Quality of LifeCouleecapCouleecap is a private, nonprofit agency established in 1966 during the War on Poverty. Drawing on the strengths of its diverse programs, Couleecap's main purpose is to provide the tools and resources that empower low-income people to meet their needs, develop self-confidence and reach self-sufficiency. Couleecap strengthens communities by identifying resources, developing opportunities, and advocating for local adults, youth, and families. Couleecap serves people and communities in Crawford, La Crosse, Monroe and Vernon counties. Couleecap Vernon County Office Viroqua Community Development Block Grant (CDBG)The City of Viroqua has received $650,000 in funding from the Community Development Block Grant (CDBG) program to provide rehabilitation and homebuyer assistance to low- to moderate-income households within city limits of Viroqua.
